ODRM provides independent, evidence-led guidance on the risks that shape occupational diving. We serve regulators, project owners, prime contractors, and safety professionals who need a clear, authoritative understanding of the hazards present in commercial and military diving work.

Decisions made before a diver enters the water determine whether that diver comes home. ODRM exists to make sure those decisions are grounded in real experience and honest risk assessment.

Why ODRM Was Created

A lifetime in the water, focused on one question

Across decades in the water and involvement in many diving investigations, Steve Donovan saw issues that was all too common: Why were the necessary controls not in place?

ODRM was created to help close that gap by bringing a realistic understanding of the issues, built from a lifetime of military and commercial diving experience, involvement in diving investigations, and work as a workplace safety specialist. Understanding what went wrong helps ensure hazards are identified preventing unnecessary incidents.
